I see what looks like white paint on some bansai trunks....is it? Why? What kind of paint?

what you refer to is limesulfur. This is an anti-fungicide used to help preserve deadwood. Yellow when applied, it dries to a bone white.

On some I have seen like a vein painted white and the surrounding area unpainted...is this just artistic license?

The brown is the live vein, the white is deadwood.
As LB said, it is bleached by limesulfur.
This is in order to make the tree look aged and as if it's had a hard life (seriously).
