I've seen a few of these around my suburban neighborhood (in San Diego County).

I dont have a great photo of the tree, but as you can see it has white bark that tends to split, revealing a darker hue below. It also has a weeping growth habit.

The seeds form in that sort of clump that disintegrates into a a bunch of little seeds.

Anyone know what tree this is? Thank you!
