The tree has not produced any new growth this whole winter, it's just been hanging onto the leaves it has. This is what made me think it's in either some dormant or near-dormant state and just hasn't dropped the leaves it has, thus provoking my question

I have a whole hedge-maybe-future-bonsai-forest like that. They don't drop leaves, they turn brown but stay on the trees till spring.
The trees will sort it out theirselves.

i had the same issue this year, my Japaneses Maple usually drops all leaves late December. we have been on the warmer side this winter i just let the tree be and now in early feb it started to drop its leaves.

Mostly I believe in letting the tree do what it wants to. This cherry seems to be trying to skip the dormant period, and the comment about defoliating made me wonder if it would be a good idea. Since nobody jumped up saying, "Of Course!!!!" I won't.
