Discarded by daughter, new buds appearing, height and width is approx 30cm although pot is 19 by 9cm. What species would it be? Should I repot? Is it indoor or outdoor Would love to see in it's full glory.Any help would be appreciated.

Chinese Elm, outside. Prune it and it will bounce back. It is like it is because it has been inside.
