Mold, fungus or algea?

Hello, I've been growing a few Wisteria bonsais over the winter indoors and they have been doing ok. I used a mixture of 75% cactus soil from Miracle Gro and 25% of their potting soil. I water about once -twice a week I don't usually let them get dried out except one did start developing a white kind of filmy crust around the edge of its planter. I had cleaned it off, or so I had thought. I also used some bonsai fertilizer on all of them(there are 4). I woke up this morning to check on them and saw that in the last 2 days some kind of green mold, fungus or algea has taken up resistance in the one that had the white film now turned green(it lines around almost the whole edge of the planter pictures provided)
The plant itself is still doing ok. Still growing but I'm a little perplexed about the the mold/fungus. I will admit the last 2 times I only used warm tap water and not my usual watering device. I'm not exactly sure what I should do. Can I just replant it in clean soil? Also what can I do to prevent this from happening again? None of the others have this and I would like to keep it that way. Put the plants outside and the problem will go. They should not be inside, the soil looks poor as well. Wisteria needs a lot of water in the growing season, and sunlight.

Wisteria is a decidious and should not grow in winter.
