Japanese Maples Buds not Breaking

Hi,?
Purchased 2 JM's this year
1: Bloodgood (~2-3 years old)?
2: Green JM (~4-5 years old)?
Both were a bit short on foliage when I got them. ?Since having them since May this year, both have numerous buds growing along their trunks but I've had no success in getting the buds to pop. ?
Had the Green JM in more shade after it got a bit sunburnt. ?The BG JM was also in partial shade. ?Have recently moved them to my "JM" spot where I have more mature JMs that thrive in this location (Morning sun, 75% afternoon shade). ?
Soil composition in both pots is 25% lava/pumice/calclay/tree mix.
Any suggestions? ?Can't determine if it's a soil/nutrient issue, sun/shade issue, or just time.?

Some pictures would be nice.
But generally: a maple that has bot leafed leafthis late in the nortern hemisphere is a lost one.

Thanks, I'll take some pics later this afternoon to share.??
They both leafed out earlier this year, but marginally - they just arnt back leafing..?? (weird to phrase it) - they have backbudded but the buds arnt popping.? Bark scratch test has both with green cambrium, so they are still alive.??
Tested the pH and its slightly under neutral, I've read JM's prefer ~6.5 acidity.. wondering if it's stalled them?? Also slip potted them in mid-April which is a bit late, but didnt anticipate it to stress them too much.?

I am quite sure PH do have an effect. We have two islands in Sweden both built up of mainly lime and all soil have high PH. People there just cant grow maples despite perfect conditions. They blame the alkalinic soil and I have no reason not to believe that is the reason.
However, I do think that anything below 7 would be ok, proboably one or two decimal above as well.

I meant it would not have that effect, below 7 is ideal.
