Well.. To start with: Note that this is a plant which should be outdoors 99% of the time. It will not survive your living room.
Second: Never have the soil soaking wet. Rather keep it on the dry side.
Check the soil. It probably is generic potting micture. Consider repotting in bonsai-suitable soil.
As for location.. there is no absolute northwest. So it would help to include which country you are in.

as for the location i am assuming that you are in northwest USA .this is a global forum so you have to be specific . as LB stated this is an outdoor tree and will die indoors there is no other option.
juniper are very hardy and can handle heat and extreme cold so your climate is fine if my assumption is correct. if the rocks are glued to the surface you have to remove them the covering will suffocate the roots.you will have to wait till the winter breaks and then outside it will go.full sun is the best ,but watering in summer will be a daily occurance. while indoors mist the foliage daily they like it

I am in the USA sorry for being vague, I currently have it outside and the rocks and moss are not glued. As far as misting it dose that need to be done outside? Also what about sunlight should I allow it to get some direct sunlight?

misting does not need to be done if it is outside .i keep mine in full sun unless temps get into the 90's then i move it to mid day shade.
as for soil when you water it does most of the water run through it ??? if this is so you are good.if not any generic bonsai soil will work that you find on a reputable bonsai website
