White fur on soil

Some white fur appeared on the soil of my bonsai last week. At the time I scraped it all off and decided to turn my radiator off 24/7 and water the tree less, so that it created less favourable conditions for the fur to grow. It's genuinely freezing in my room because it's an extension off the main house with pretty terrible insulation, and yet the fur has grown back since last Saturday when it originally appeared.
Can anyone help? . If it isn't the overwatering or heat I'm worried it might be the soil, as it does feel quite congealed and difficult to poke through unless completely sodden (no idea what's "normal"). My next step was to repot it - it was a Christmas gift purchased online (14 years old), so for all I know it might've been in the same soil for years now.

I'm referring to the white furry webbing that can be seen on the left side of the image, and again at the base of the tree. Is this not fungus? I'm inexperienced (obviously), so how can I tell? Thanks for the reply!Auk wrote: I see mo fungus
