Fukien Tea Tree with bumps on leaves was created by Muttoast

Fukein Tea Tree has developed raised yellow bumps on leaves, and some "bumps" appear to shed on to stones. ?could it be mites
No spider webs seen. Did coincide with putting these new quartz rocks at the roots, maybe it is too moist? southern california outdoor plant
Can anyone identify the disease?

You are not a bonsai grower. You are a grower of a decorative plant, using commercial mallsai as your example.
