Looks like a bad infestation of white scale.

Indeed. Wooly aphids.
These are a little annying to get rid off I find. I try to find a systemic insecticide agains them. Manually I remove as much as I can using cotton swaps dipped in soapy water. Then spray the plant with systemic insecticide. Repeat as directed on the package: Eggs will typically not be harmed by direct contact of poison.
