Prebonsai Leaf Problems after Rain

St. Louis, MO we have recently had a stretch of rain. The trees looked healthy coming out this Spring but are now showing some leave spots. I would greatly appreciate some suggestions. Hopefully it is something that I can treat. I have been growing these trees as seeds or collected from the yard so they are local species. They live outside year round except that I put them in the garage over winter.
I do not see any visible pests with the naked eye, but have not yet looked with the magnifying glasses.

Looks like fungal issues. I usually pick the infected leaves and leave it at that.

Have you sprayed them with a fungicide in the winter? Agree it looks like fungus.

No, I have not treated them. Is it common practice to spray with fungicide over the winter? Which fungicide work s the best? Neem oil? Thanks. I already picked the leaves and will keep an eye on them. Should I repot carefully to get new soil in?

I do not treat i winter. However, in early spring, if I think of it, just after budbreak, i give all my trees a dose of mildew spray for roses.

UPDATE
Here is some closer detail of the leaves. I have been treating with a neem oil based fungicide and the spots have not changed over the last 5 days. It is fairly humid now, 70% and in the upper 80s. I am keeping them in the shade so the fungicide does not burn the leaves.
I plucked the bad leaves from the Elm and it defoliated about 1/10 of the trees leaves. No worries here.
However, the White Mulberry (I think) tree with the orange spots has them on every leaf so I am afraid to completely defoliate it at this point.
I am going to continue to monitor to make sure the spots are not growing or spreading.

These trees looked pretty healthy when the leaves came out. Does this type of fungus issue point to other health problems or pests?
