You are asking about logical steps. But bonsai is an artform without logical steps. We do not know what you want to create and therefore cannot know what steps you need to take to get there. If you keep listen to advices starting with "I would", you will not create your own tree, you will create our tree. Is that what you want? A tree that do not reflect your own aestetics, vision or personal style??
With that beeing said. If your plan and execution involves wiering, now would be a good time to start. In a few years it may be too late. If you aim for cut and grow, I think proportionally waiting is the best option.
But again, it is your tree and you need to come up with a vision and a plan yourself.

I agree with Tropfrog.
Once I took a tree to our club for advice. I got four different suggestions from three people. I took it home and did a fifth plan.
Look at existing bonsais, look at trees in the forest, look at your tree, scratch your head, and do the plan that comes up. It may take a while.
