How low down on trunk is it safe to chop?

Hello,
I need help deciding where it is safe to chop to encourage branches to grow and to make them shorter. They are both 17 months old and they are both dormant right now. Should I wait till spring to chop them or do it now while they are dormant. One of them is a Delonix Regia, and the other one is a Jacaranda. There are 3 pictures for each tree one including the height of the tree and the other 2 pictures are showing the upper buds and the lowest buds close-up. I am not planning on chopping it down to the lowest buds, I just included the pictures so you can see that the upper buds are green and the lower buds are brown, I don't know if brown buds are safe to cut down to. The Jacaranda is about 26'' tall. The red arrow is pointing to the lowest buds and the blue arrow is pointing to where it started growing last year from a bud, I didn't chop it, it grew from that bud on its own. The Delonix Regia is about 19'' tall. The red arrow is pointing to the lowest buds. None of its buds grew into anything last year, it just continued growing where it left of.?
Thought I would mention I moved them to a better background to take the pictures, they have way more light then that where I keep them.?
I hope I explained everything good enough and included detailed enough photos. Any help will be greatly appreciated, and I am open to any ideas.?

These trees are very elongated due to lack of light. I would not dare to cut back that weak trees. I would prefere to increase light, move them outdoor as soon as possible. Once growing strong I would cut somewhere around 50 % of the foliage to promote backbudding. A good summer that can be repeated 3 times if resultat does not happen at first try. Once there are low growing branches ant tree is healthy it is much safer to cut back.

I have them under SANSI grow lights and in front on a window, I didn't know they were elongated. When they are growing they have a new set of leaves every week and as soon as that set of leaves starts growing the next pair of leaves is already growing ect.?
If they grow that fast is it still not safe to chop them??
I don't want to put them outside because they are my only indoor trees. Should I buy better grow lights?
I see so many people online who have trees and plants in windows with no grow lights, but I have grow lights and a window, why am I so unlucky.?

Ok, I understand my answer was not according to your expectations. That is often the case with indoor growers.?So, I revise my answer. It is never safe to trunk chop. Survival cannot be guaranteed. It is up to yourself to determine the health of the tree and make decitions about how big of a risk you are willing to take.

Thank you for understanding. I wish that I would have known more about bonsai before I bought these seeds. I didn't know till after I bought them that any tree could be a bonsai. I would have picked out a tropical tree that would have been way easier to take care of indoors. These seeds were from a bonsai seed kit. The kit came with Ficus seeds, which never germinated, but the other two trees grew, and since then I've grown attached to them.
I know you said it was up to me to decide what to do, but I have never trunk chopped before. So I am just wondering, since you know a lot about bonsai, if these were your trees, how big of a risk would you take? I am really nervous and any suggestions will help.
