When to repot my newly growing seeds?

Hello! I have some black pine seeds that I bought on a starter kit that are growing pretty close to each other. The instructions say to repot them when they are about 3-4 inches. 2 are about almost 3 inches but they are all so close to each other. When should I move them to different pots? These are my first growing seeds.

Repotting this small seadlings is a big risk. But on the other hand they will soon get crowded. Next time sow the seeds in individual pots. For time beeing, I would just cut half of them by the base to give room for the remaining ones.
Did the instructions say anything about conditions to grow them in? Jbp is a strict outdoor tree and will not live for long indoors.

On the instructions it just mentions to place it in a warm and very sunny location near a window or outside. I will be placing them outdoors after I repot them.
If I cut at the base, I'm assuming that would kill those right? I would prefer to not do that, but if it's my only choice, I just might have to,

I would probably gently tip these out of the pot and divide up in separate pots. Most likely, there are very few side-roots. Make sure not to squeeze them, and when you put the seedlings in a pot, fil with substrate and water. Do not press the substrate down.
It would be a good idea to look at open coarse substrate (e.g., 2-4mm pumice) instead of potting soil.
